About Transnova

Transnova was established against the backdrop of the Norwegian Report on Climate and based on the political consensus on climate, presented on the 17th of January 2008. The mandate points to the fact that greenhouse gas emissions from transport increase faster than emissions from other sources. The national goal is to halt this trend, in order to reduce emissions.

Transnova is operating as a trial funding programme to be continued for at least three years, whereupon an evaluation will be performed on how to continue the programme. Short-term results can be difficult to detect, as the funding and measures will have long-term effects, due to the time involved in changing production patterns, consumption patterns and developing new technologies.

Transnova’s funds can complement funds from other governmental funding programmes, for instance The Research Council of Norway and Innovation Norway. Transnova’s area of focus will be in between that of these programmes, concentrating on, testing, standardising, pilot projects and demonstration projects. Funding from Transnova is therefore most relevant for projects in a phase close to market introduction.

Private enterprises, various organisations, research institutes and local and regional authorities can apply for funding to projects that will make a fast contribution to the adoption of new and more environmentally friendly technologies or practices. Transnova budget was 50 million NOK yearly in 2009 and 2010. In addition Transnova in 2009 also administered a one year funding programme for establishing charging points for electric vehicles, with a broad scope of applicants. This programme had a 50 million NOK budget, which by 2010 has yielded almost 2000 new charge points. For 2011 Transnovas budget will be 72 million NOK (approximately 9 million Euros).

Transnova is today managed by the Traffic safety, Environment and Technology Department at The Norwegian Public Roads Administration.
